Project REDMAP -- Republican State Leadership Committee Launches $30 Million Strategy to Control Redistricting for a Decade
The Republican State Leadership Committee (RSLC), led by Ed Gillespie and Chris Jankowski, launched Project REDMAP (Redistricting Majority Project) -- a strategy to flip state legislative chambers in key census-reapportionment states before the 2010 redistricting cycle. RSLC raised $30M+, investing $18M after Labor Day 2010 alone. Major donors included Altria, Reynolds American, Karl Rove's American Crossroads, Walmart, and the U.S. Chamber of Commerce through the State Government Leadership Foundation, a 501(c)(4) that did not disclose donors. Result: Republicans gained ~700 state legislative seats -- the largest midterm swing since 1938 -- securing control of redistricting in 10 of 15 states that would gain or lose seats.
