DISCLOSE Act Introduced -- First Legislative Response to Citizens United (2010-04-29)

Senator Charles Schumer (D-NY) and Representative Chris Van Hollen (D-MD) introduced the Democracy Is Strengthened by Casting Light on Spending in Elections Act (DISCLOSE Act, H.R. 5175 / S. 3295), the primary legislative response to Citizens United v. FEC. The bill required rapid disclosure of large independent expenditures, mandated identification of top five donors in political ads, prohibited government contractors receiving over $10 million and TARP recipients from making political expenditures, and applied the foreign-nationals ban to foreign-controlled domestic corporations.
