North Carolina Passes "Most Anti-Voting Law in the Country" -- Federal Court Finds It Targeted Black Voters "With Surgical Precision"
One month after Shelby County v. Holder, North Carolina's Republican legislature passed what was called "the country's worst anti-voting law" -- requiring strict voter ID, cutting a week of early voting, eliminating same-day registration, ending out-of-precinct voting, and eliminating pre-registration for 16-17 year olds. The bill passed 73-41 in the House and 33-14 in the Senate with zero Democratic votes. In 2016, the 4th Circuit Court of Appeals struck down the law, finding the legislature had requested data on racial voting patterns and then "targeted African-Americans with almost surgical precision."
