Federal Judge Blocks USPS Mail-Ballot Overhaul Nationwide — League of Women Voters Suit (2026-08-11)

U.S. District Judge Indira Talwani of the District of Massachusetts issues a separate nationwide preliminary injunction in the lawsuit led by the League of Women Voters, barring the U.S. Postal Service from implementing Section 3 of President Trump's March 31 executive order "Ensuring Citizenship Verification and Integrity in Federal Elections" through the November 3 midterms. Section 3 required USPS to establish uniform standards for mail-in and absentee ballots, classify them as "Official Election Mail," add a unique Intelligent Mail barcode, and coordinate with the USPS Office of Inspector General and the Department of Justice to investigate suspected unlawful use of the mail involving federal election materials. The ruling extended the earlier block on the executive order beyond the 23 states and D.C. that brought the states' suit to all states, and again rejected the administration's argument that judicial review was premature. The injunction stands atop the June 25 ruling that no law enacted by Congress delegates authority to control mail-in voting to USPS.
